The purpose of this application is to permit a 9-storey apartment building with 180 purpose-built student units. There are proposed to be 1,217 square metres of ground-oriented retail, 433 square metres of amenity space, and a fitness centre at grade. The proposal includes 62 vehicular parking spaces below ground and 100 bicycle spaces at-grade. Vehicular access will be provided from Friel Street while primary pedestrian access will be from Laurier Avenue. There will be landscaping along both street edges.
An Official Plan Amendment is required to change the ‘Low-Profile Residential’ designation to ‘Medium-Profile Residential’ and to allow ground-level commercial uses along Laurier Avenue. A Zoning By-law Amendment is required to permit an apartment, mid-high rise, as well as site-specific performance standards.
