Notice: Zoning By-law Amendment – Add Shelter as a Permitted Use

The City of Ottawa has requested feedback on a new Zoning By-law Amendment – D02-02-25-0011.

Site Location: All lands within the Downtown Core, Inner Urban, Outer Urban and Suburban Transects.

Applicant’s Proposal: The City of Ottawa has initiated a Zoning By-law Amendment application to add shelter as a permitted use in all urban zones within the Downtown Core, Inner Urban, Outer Urban and Suburban Transects and as an accessory or ancillary use in all institutional land uses.

Proposal Details: At the February 12, 2025 Council meeting a motion was introduce to address the City’s Housing and Homelessness Emergency. Council carried the motion and directed staff to bring forward a proposed zoning amendment to add shelter as a permitted use in all urban designations and zones by removing the existing restriction on new shelters and implementing policy 4.2.3(2) of the Official Plan. Policy 4.2.3 (2) states that the City will permit emergency shelters and transitional shelters as a permitted uses in all urban designations and zones and permit emergency shelters and transitional shelters as an accessory or ancillary use to all institutional uses. The zoning amendment will directly address the City’s Housing and Homelessness Emergency.
